RunOnProof Payment Decision

RunOnProof Payment Decision is a 0.79 USDC federal-only decision before U.S. supplier funds move. It checks restricted-party evidence, buyer mandate limits and invoice/payee/destination consistency, then returns PROCEED, HOLD, REVIEW or RETRY with reasons and a signed Proof Capsule. HOLD/REVIEW are not permission to pay and can be paid results. No state checks, bank ownership confirmation or invoice economic authenticity guarantee. RunOnProof never executes the supplier payment.
